Palawan Jobs and Sustainable Livelihood for All

In Palawan, many families rely on seasonal work, unstable income, and informal labor.

 According to the Philippine Statistics Authority (2023), over 45% of the workforce in Palawan remains in informal or subsistence-based employment.

For decades, growth has been uneven. 

Most infrastructure and job opportunities are concentrated in cities, leaving rural communities behind. 

Nancy Socrates believes livelihood is not just about survival. It’s about resilience, lasting stability, and future-building.

Livelihood Aid Rooted in the Local Economy

Too many Palaweños, especially in rural areas, face limited access to steady jobs. 

Youth migrate to cities. 

Women carry unpaid care work with little recognition or support. 

Local industries lack the infrastructure to grow.

Because of this, Nancy champions programs that bring jobs closer to home. 

Her work in creating the Bamboo Industry Development Ordinance laid the groundwork for local cooperatives, rural enterprise, and sustainable livelihood in Palawan. 

She led the establishment of Puerto Princesa’s first Bamboo Park. 

It’s a project that promotes climate resilience and creates jobs in farming, processing, and crafts.

Her team also supports livelihood aid programs for:

  • Solo parents and low-income mothers
  • Senior citizens and persons with disabilities
  • Youth-led training and job placement partnerships

Results

  • Over 200 jobs supported through bamboo farming initiatives
  • Dozens of solo parent households now part of livelihood cooperatives
  • Increased rural income and reduced migration through local enterprise support

Investing in Women and Youth

Nancy co-authored the revised Gender and Development Code and the Solo Parent Ordinance to ensure vulnerable families receive access to skills training, financial aid, and job opportunities. 

Through public-private partnerships, her office has collaborated with TESDA, local NGOs, and industry partners to run workshops on:

  • Agro-enterprise
  • Digital literacy and freelancing
  • Sustainable tourism and eco-crafts

Sustainable livelihood isn’t just about economics. It helps reduce poverty, strengthens families, and keeps communities rooted. 

When rural workers have choices and young people see futures in Palawan, everyone wins.

Because when people no longer have to worry about their next meal, they begin to think about others. 

They pay it forward. They invest in their children, their neighbors, and their communities. The cycle of poverty breaks, and a new cycle of shared progress begins.

Looking Ahead: Opportunities for the Next Generation

Nancy’s future plans center on expanding access to skills training, seed funding, and mentorship for youth. 

The goal is for them to get mentorship in creative industries, agriculture innovation, and digital work. 

With partners from education and industry, she is laying the groundwork for entrepreneurship hubs and youth-led cooperatives. 

This gives young Palaweños a reason to stay, thrive, and lead in their own communities.
